Flat roof replacement cost by material, per square metre
The covering you choose is the biggest single decision in the bill. These are the published 2026 per-metre rates, supplied and fitted. The guides disagree on fibreglass and EPDM, so both ends are shown, and none of this is a Doyle Homes price list.
| Material | Per m² (market range) | Source |
|---|---|---|
| Felt (bitumen), three layer | £30 to £80 | MyBuilder (low) and Checkatrade (high) |
| Asphalt | £50 to £70 | Checkatrade |
| EPDM rubber | £45 to £100 | MyBuilder (low) and Checkatrade (high) |
| Fibreglass (GRP) | £70 to £120 | MyBuilder (low) and Checkatrade (high) |
| Liquid plastic coating | £20 to £28 | Checkatrade |
| Standard flat roof, all systems | £50 to £110 | Checkatrade |
Flat roof replacement cost for typical jobs
Per-metre rates are useful for comparing quotes. Real jobs add scaffold, waste and details. These are the totals the guides publish for common sizes, which are a better guide to what you will actually be quoted.
Small roofs cost more per metre than large ones, because the fixed costs of scaffold, skip and travel are spread over less area. Checkatrade prices a pitched bay window roof at £40 to £60 per m² in felt, £80 to £90 in EPDM and £95 to £120 in fibreglass, which is why a bay or porch roof is rarely cheap for its size.

What moves the flat roof replacement cost
Two flat roofs of the same size can be priced £2,000 apart. These are the reasons.
Deck condition
Most of the surprise on a flat roof job is under the old covering. Wet OSB boards and rotten joists have to be cut out and replaced, and that is labour and timber on top of the membrane. A survey that lifts a corner of the covering tells you before the work starts.
Insulation and falls
A modern warm roof carries insulation above the deck, and Rated People lists it at about £35 per m². Falls that let water run off sometimes need tapered boards or new firrings. Both add cost and both decide whether the roof drains.
Details: upstands, lead and roof lights
Every wall, outlet, vent and roof light is a place where water gets in. Lead flashings, drip edges and a roof light kerb all add to the bill. Checkatrade lists roof light replacement from £1,000, and Rated People lists a flat roof skylight at £1,400 to £2,700.
Removal, waste and asbestos
Rated People puts old roof removal at £800 to £1,400, while Checkatrade's roof replacement guide gives £1,000 to £2,500 when removal is not in the quote. Skip hire is around £300. On older garages Checkatrade lists asbestos removal and disposal at £950 to £3,750, so ask whether your garage roof is cement sheet.
Scaffold and access
Checkatrade lists scaffold at £700 to £1,300 for a standard job, or £900 a week. A single-storey roof needs less than a house, but a flat roof over a first-floor extension needs full edge protection.
Warm roof, cold roof and the insulation bill
A warm roof puts the insulation above the deck, under the membrane. A cold roof puts it between the joists and relies on a ventilated void. Replacing the covering over a heated room is the moment to fix the insulation too, and insulation to current standards adds to the flat roof replacement cost.
It is also the part of the bill most often missing from a cheap quote. Ask for the insulation type and thickness in writing. If a roofer will not price it, you are comparing two different jobs.
Felt, EPDM or fibreglass: how the price compares

Felt is the cheapest to buy and the easiest to repair, which is why it dominates garages and sheds. EPDM rubber costs more per metre and is laid in one sheet, so there are fewer seams to fail on a wide roof. Fibreglass costs the most per metre, builds a rigid, joint-free shell, and is the usual pick for small extensions, dormers and balconies where people walk.
We fit all three, and the choice follows the roof, not the margin. Our pages on felt roofing, EPDM and rubber roofing and fibreglass roofing show each system finished. For single-storey builds there is also our garage roofs page.
Flat roof repair cost: when a repair beats a replacement
A flat roof that leaks is not always a flat roof that is finished. Checkatrade gives £100 to £140 per m² to repair a leaking bitumen flat roof, and Rated People gives about £120 per m². Repair is the cheaper road when the covering is sound and the fault is local: a split at an upstand, a failed joint at a vent, or a blister.
Replace when the covering has failed across the roof, when the deck is wet, or when the same roof has been patched three times. Repeated patching costs more than it saves and fixes nothing. Our roof repair cost guide shows what each repair costs across the whole roof.
Questions to ask before you accept any quote
- Does the price cover stripping the old covering and taking it away?
- Are new boards and joists priced separately, and at what rate?
- Is insulation included, and to what thickness?
- Which system is it, and what is the manufacturer's make?
- Are lead flashings, trims and outlets in the price?
- Is scaffold included, and what guarantee comes with the job in writing?
Flat roof replacement cost in Bedfordshire, Hertfordshire and North London
MyBuilder and Checkatrade both flag London and the South East as the dearest regions for roofing labour, and the ranges above are national. Expect to read your own quote toward the upper half of them, and use the per-metre tables to check that nothing is out of line.
We price every flat roof job from a survey, wherever it is, and we back each one with a 20 year written guarantee. Our local pages cover Luton in detail, and our team also works across Harpenden, Bedford and Hitchin.
Why the cheapest flat roof is rarely the cheapest
A flat roof that is laid thin, with no insulation, bad falls and no proper upstands, fails in a few winters. You then pay for the cheap roof, the repairs, the damaged ceiling and the second roof. A roof built right the first time, on a sound deck and with details done in lead, costs more on day one and less across its life.
That is why we ask for the deck, the falls and the details to be priced in every quote you compare. A written guarantee that runs for 20 years turns the one-off bill into a cost you can spread.

Questions
How much does a flat roof replacement cost?
Checkatrade lists £2,800 to £7,500 for a standard flat roof in 2026, and MyBuilder lists £2,500 to £6,000 for an extension or garage. The size, material and condition of the deck decide where your roof sits in that range.
How much does a flat roof cost per square metre?
Checkatrade lists £50 to £110 per m² for a standard flat roof. By system that is £30 to £80 for felt, £45 to £100 for EPDM and £70 to £120 for fibreglass, depending on the guide.
How much does it cost to replace a garage flat roof?
Which? Trusted Traders gives £1,400 to £3,500 for a 6 m by 3 m garage in felt and £1,950 to £4,000 in EPDM or PVC. Checkatrade gives £1,000 to £2,000 to re-felt a garage.
Which is cheaper, EPDM or fibreglass?
EPDM is cheaper per square metre in the per-metre guides, but Rated People prices a 4 m by 5 m roof at about £3,350 in EPDM and £3,050 in fibreglass, so on small roofs fibreglass can win. We quote both when both suit.
Can a flat roof be repaired instead of replaced?
Yes, when the covering is sound and the fault is local. Checkatrade lists £100 to £140 per m² to repair a leaking bitumen flat roof. We find the entry point and show you photographs before quoting.
Do I need planning permission to replace a flat roof?
A like-for-like replacement of a flat roof covering does not need planning permission. Changing the height or footprint is different, and a listed building needs consent. Tell us what you plan when you ask for the quote.
How long does a flat roof replacement take?
A bay window roof can be relined in an afternoon, as one TrustATrader customer reported. A garage or small extension takes a few days with scaffold, deck repairs and the new membrane.
